Summary You will serve as a Human Resources Specialist in the Civilian Human Resources Office of OCHR OVERSEAS PROGRAM CENTER located in Bahrain. The purpose of this position is to provide human resources management and advisory services on recruitment and placement, classification, pay, benefits, and allowances pertaining to U.S. and Local National (LN) employees in an overseas duty location. Responsibilities You will provide the full spectrum of human resources management consulting and advisory services to highly complex and dynamic organizations having a wide-variety of difficult positions and personnel actions. You will advise management on a wide range of staffing issues such as recruitment and placement, classification, pay, benefits, and allowances pertaining to U.S. and Local National (LN) employees in an overseas duty location. You will provide advisory service and assistance on Overseas Allowances and Benefits. You will review and classify position descriptions (PDs) and preparing evaluations. You will provide timely, detailed, factual, and regulatory accurate Human Resources information and advise to managers and employees. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying federal civilian human resources classification, recruitment and placement regulations, laws, policies and practices; 2) Providing position classification advisory services to hiring officials on federal civilian workforce positions; 3) Providing verbal and written guidance on command human resources policies and processes to employees and management officials; and 4) Advising junior personnel on the execution of procedures for human resources (e.g., recruitment, staffing, position management, position classification policies). Additional Information for Bahrain: The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed. Tour of duty is 18-month unaccompanied or 24-month accompanied. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). Relocation and recruitment incentives up to 25% may be authorized. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Pay retention will be extended to eligible Department of Defense (DOD) employee(s) who apply through a formal recruitment program and are selected for a position at an overseas location.
