<p><span><span><strong>Project Context and Scope: </strong>The consultant will contribute to the training and capacity building needs of the project entitled “Supporting Regional Centre of Excellence for Combatting Trafficking in Persons in the Kingdom of Bahrain Phase II” (RCTIP II/<strong>2)</strong></span><i><span>. </span></i></span><span><span>The objective of this project is to support the efforts of the Government of Bahrain to combat trafficking in persons (TiP) and strengthen technical capacity and regional cooperation in the Middle East and North Africa, in alignment with international standards. </span></span><span><span>The Kingdom also inaugurated a Regional Centre of Excellence and Capacity Building for Combatting Trafficking in Persons (now called RCTiP) in 2021. The International Organization for Migration (IOM) and Labour Market Regulatory Authority (LMRA) have been the lead implementers of this project. Training curriculum and Standard Operating Procedures (SOPs) have been developed for key target groups to enhance identification and referral procedures for VoTs and PVoTs. While these efforts have successfully increased knowledge and awareness of counter trafficking mechanisms in the Kingdom, the RCTiP has potential to grow, both nationally and regionally. </span></span></p><br><p><span><span>The Phase 2 project is based on two strategic pillars: 1) the expansion of existing training materials to reach a wider audience of practitioners (including through digital channels); and 2) the strengthening of Bahrain’s role as a regional leader on combating TiP. Both of these pillars are guided by IOM’s Counter-Trafficking Theory of Change, with activities that reflect the following intervention models: Capacity-development for service provision and protection; Referral system strengthening; Law and policy development; and Research and data collection/management. These modules aim to ensure a cohesive approach to counter-trafficking.</span></span></p><br><p><span><span>While the resources developed under Phase 1 effectively capacitated almost 100 frontline work</span></span><span><span>ers </span></span><span><span>to become counter trafficking trainers, additional action is needed to reach a broader audience of practitioners who can assist trafficked persons. Through Strategic Pillar 1, the existing curriculum will be adapted for a broader audience, including other professionals who may come into contact with PVoTs, such as interpreters, recruitment officers and manpower agents, and border or immigration officials. Through an e-learning platform, a greater focus will be placed on self-learning and awareness raising. The aim will be to streamline frontline workers’ knowledge of TiP and ability to identify and assist PVoTs, in accordance with national protection mechanisms (namely the NRM, Expatriate Protection Centre and national anti-trafficking hotline) and in alignment with international standards. Opportunities to support the sustainability of the centre, for example through monetization of these trainings, will be explored throughout this phase, with a view to supporting the long-term viability of the centre. Through Strategic Pillar 2, the RCTIP will be better positioned to fulfil its regional mandate. Given that Phase 1 activities focused on frontline workers in Bahrain, Phase 2 will also target professionals elsewhere in the region. The visibility of the centre and its partners will also be increased through a dedicated visibility strategy. These initiatives will serve to strengthen the counter-trafficking ecosystem in Bahrain and the wider region, focusing in particular on enhancing service provision and protection, </span><span>referral systems, and law and policy frameworks on counter-trafficking.</span></span></p><br><br> </div>

<h4>About Mantis Collection:</h4>
<p>Mantis is a boutique hospitality group that was founded by conservationist Adrian Gardiner in 2000, with its main focus predominantly in Africa and the Middle East. Mantis grew from Adrian’s vision to restore and rewild degraded farmland which he developed into a widely-acclaimed private game reserve. This was the first private game reserve in the Eastern Cape and the beginning of eco-tourism in a poverty-stricken province that had few opportunities outside of commercial farming. Adrian and the Mantis team successfully created a place where man and nature could co-exist sustainably. From this initial success, the Mantis model was then developed worldwide, understanding that consumers could use the Mantis portfolio as a mark of quality, consistency and character. Today the diverse portfolio of handpicked properties links up to create travel journeys, which offer guests the opportunity to experience the essence of the location in a setting of tailored luxury. Rooted in conservation, Mantis pursues sustainable business practices and develops tourism products that are respectful of the environment and communities in which they operate.</p>

<p>About Company & Role Purpose
A leading licensed crypto-assets trading platform regulated by the Central Bank of Bahrain (CBB) and Dubai's Virtual Asset Regulatory Authority (VARA) is seeking a Senior Transaction Monitoring Specialist. The role supports the Compliance Function and takes a lead role in the day-to-day operation of its transaction monitoring framework. The successful candidate will work with professionals across the organisation to help ensure adherence to applicable regulatory requirements and the Company's AML/CFT Programme. This is a senior position within the function and reports to the Head of Compliance.
KEY RESPONSIBILITIES, ACCOUNTABILITIES AND ACTIVITIES
• Own the daily transaction monitoring process across both entities, adjudicating system-generated alerts, conducting enhanced due diligence on flagged activity, and clearing or escalating cases within agreed service levels.
• Investigate unusual or potentially suspicious activity, document rationale to an audit-ready standard, and escalate to the MLRO/DMLRO, including preparing internal escalation reports and supporting the STR/SAR decision.
• Review the calibration of monitoring rules, thresholds and scenarios, identify tuning opportunities and false-positive drivers, and recommend changes to reduce noise while maintaining coverage of known typologies.
• Develop and maintain transaction monitoring typologies and red-flag indicators, applying them to emerging virtual asset risks (mixers, cross-chain activity, sanctions and high-risk exposure) and feeding findings back into rule design.
• Perform quality assurance and testing over the AML monitoring process, evaluate process deficiencies, assess the effectiveness of control measures, enhance reporting capabilities, and recommend corrective actions to the MLRO/Head of Compliance.
• Review client due diligence documentation where it intersects with monitoring outcomes and approve or reject records in line with the Company's AML/CFT policy and procedures.
• Identify and escalate activity or cases that fail to meet internal guidelines, regulatory requirements, and applicable AML law.
• Stay current on the AML and virtual asset regulatory landscape to identify emerging risks and drive enhancements to the monitoring programme.
• Support the Head of Compliance in implementing the board-approved compliance programme, ensuring the Company meets regulatory requirements and internal procedures.
• Assist the Head of Compliance and MLRO in preparing periodic and annual reports on compliance and transaction monitoring matters, including trend analysis and management information.
• Promptly escalate concerns relating to non-compliance, control gaps, or areas requiring revision.
• Provide guidance to junior analysts on monitoring, alert handling and EDD, and support consistency of investigation standards across the team.
• Undertake any other ad hoc assignments delegated by the Head of Compliance from time to time.</p><p>3–5 years of experience in a Compliance/AML/financial crime or risk function with a regulated VASP.
• Strong practical experience operating transaction monitoring systems and working with case management and screening tools, with the ability to interpret monitoring output and identify tuning opportunities.
• Well-versed in MS Excel and associated data analysis tools, with the ability to work with large transaction datasets and produce clear management information.
• Sound understanding of AML/CFT typologies and red-flag indicators, and the ability to apply them to virtual asset activity.
• CAMS certification required; ICA Advanced Certification or Diploma, or equivalent, an advantage.
• Working knowledge of digital assets and blockchain analytics tools (for example Chainalysis, Elliptic, or TRM) is preferred.
Skills
• Thorough understanding of AML/CFT obligations and internal procedures.
• Detail-oriented with a strong work ethic and sound investigative judgement.
• Ability to analyse data and identify patterns and anomalies in transaction activity.
• Strong written and verbal communication skills, including clear investigation write-ups.
• Ability to work independently and as part of a team.
• Proactive in staying updated on the latest AML landscape and regulations.
• Adaptability to handle ad-hoc assignments and changing priorities.</p>
