Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments

Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers

Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Please make note of the Tier(s) indicated in the vacancy title, if any, and ensure that you satisfy the eligibility to apply.

Background

The United Nations Development Programme (UNDP) Country Office in the Kingdom of Bahrain operates within the context of a high-income, net-contributing country, where UNDP engagement is fully funded through government cost-sharing and aligned with national development priorities. Bahrain is implementing an ambitious national reform agenda under Bahrain Vision 2030 and the Government Programme (2023–2026), with a strong focus on economic diversification, fiscal sustainability, effective governance, environmental resilience, digital transformation, and inclusive human development. As a net contributor country, UNDP Bahrain maintains a lean operational footprint while delivering high-value technical assistance, policy advisory services, and innovation-driven solutions in support of national priorities.

UNDP Bahrain’s programme is guided by the Country Programme Document (CPD) 2025–2029, approved by the UNDP Executive Board in January 2025, and is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2025–2029. The financial envelope for the 2025–2029 Country Programme Document (CPD) is structured around a total estimated cost of US 2.5 million for Economic Prosperity (Outcome 1) and US 5 million for Environmental Sustainability (Outcome 3). As of late 2025, the Country Office manages seven ongoing projects with a total remaining budget of approximately US$ 1.8 million. These initiatives are distributed across the three CPD outcomes: Outcome 1 (Economic Prosperity) and Outcome 3 (Environmental Sustainability) each account for about 37–38% of the project count, while Outcome 2 (Governance) makes up the remaining 25%. Notable projects include the SIU and KIP Chemicals initiatives, whereas others like D4SMEs, Rule of Law, and Youth Leadership.

The CPD positions UNDP as a trusted strategic partner to the Government of Bahrain, contributing to UNSDCF outcomes through integrated, multi-sectoral interventions that address complex development challenges at the intersection of economic prosperity, governance and human rights, and environmental sustainability. Under the Country Programme Document (CPD) 2025–2029, UNDP Bahrain’s engagement is structured around three interrelated CPD pillars:
(i) Economic prosperity and sustainable livelihoods;
(ii) Effective governance, human rights, and access to justice; and
(iii) Environmental sustainability and climate resilience.

These pillars reflect national priorities under Bahrain Vision 2030 and the Government Programme (2023–2026), and constitute UNDP’s substantive contribution to the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2025–2029.

To ensure coherence, integration, and efficient delivery within a lean Country Office structure, the Bahrain CO operationalizes the three CPD pillars through two integrated programme clusters. The first cluster brings together economic transformation, sustainable livelihoods, and environmental sustainability, the second cluster focuses on governance, human rights, access to justice, and social inclusion.

This two-cluster delivery model enables the Country Office to manage complexity, promote synergies across CPD pillars, and apply a portfolio approach to programme design, implementation, and partnerships. Staff are therefore expected to work across thematic boundaries, contribute to integrated solutions, and support joint programming within the UN system, while ensuring results-based management, quality assurance, and alignment with national and UNSDCF priorities.

In this context the Programme Unit works to support achievement of UNDP strategic objectives and to help the Country Office act with both ambition and scale to address urgent problems facing the country, the region, as well as global conditions.
We're looking for a Senior Software Engineer to join a cyber security company in Bahrain that receives a very large volume of security telemetry from many customers. The platform runs automated analysis and gives our operations teams the tools to reach and act on decisions. The platform serves many customers from a single deployment, so every pipeline stage has to hold up under strict tenant isolation, bursty traffic, third-party rate limits, and partial failure. The engineering problems are, first and foremost, distributed systems problems. The team is small and senior in outlook. Engineers ship to production, own what they ship, and work directly with the operations teams who use the product every day. We hire for engineering quality above everything else. You will own one or more of the subsystems that make the platform work under load. Ownership means the design, the delivery, the production operation, and the reliability numbers. We need someone who has already done this elsewhere: you designed a system that many people depended on, watched it break at scale, and rebuilt the parts that broke. You can hold a room of engineers to a high bar without slowing them down, and you will be expected to mentor associate engineers toward ownership of their own.

Desired Candidate Profile

Six or more years of professional software engineering, including at least two in a senior or lead capacity on a production system.

You designed and operated a system at scale. Be ready to give the numbers: throughput, data volume, tenants or users, latency percentiles, availability. Be ready to tell us what broke, what it cost, and what you changed.

Distributed systems depth: queues and streams, workflow engines, retries and idempotency, consistency trade-offs, partial failure, backpressure, observability.

Strong TypeScript on Node.js and strong Python, with the judgment to know which to use where, and comfort reading and fixing code in either.

Cloud and Kubernetes fluency. You have run services on Kubernetes in production.

Production ownership. You have defined service-level objectives, led incident response, run blameless post-incident reviews, and driven the follow-through.

A proven record of excellence, evidenced by several of: promotions ahead of the typical cadence; ownership of a system critical to your employer's business; public work such as talks, papers, patents, or open-source projects with real users; a reputation among former colleagues we can verify by reference; a measurable outcome you drove, such as an order-of-magnitude cost, latency, or reliability improvement.

A security mindset. You have shipped systems where the threat model mattered, treat tenant isolation as a security boundary rather than a configuration, and design for the case where the input is hostile.

Built and operated multi-tenant platforms where isolation of data and credentials was a hard requirement.

Deep experience with a durable-execution or workflow engine, or with a streaming platform, at scale.

Integrated with security tooling APIs and know their rate limits and quirks by heart.

Graph databases, and familiarity with open security data standards for events and threat intelligence.

Hands-on experience defending production systems, as an engineer or in an operations role.

Productionized machine-learning or language-model components with a proper evaluation discipline.

Useful, not required: this is a software engineering role. This is a hands-on senior engineering role, not a management position, with architectural ownership and mentoring responsibilities.

In your role as a Controls Assurance Experienced Associate/ Senior, you will participate in client proposals and oversee day-to-day operations of engagements. You'll closely work with the team to tackle accounting, reporting and operational issues. You will leverage your various skillsets to be an agile contributor to the practice, and you will demonstrate and develop your capabilities in the following areas:

Builds trust and credibility with stakeholders by seeking to understand their service levels expectations and what matters to them individually

Delivers high quality services by demonstrating a practical awareness of the impact of regulation and risk management on business processes and controls

Takes responsibility for understanding key statistics and industry matters about entity before engagement begins

Adapts template referral instructions to clearly outline the scope of procedures to be performed, including the areas of audit focus. Understands the structure of the group audit and for whom the referral instructions are intended

Liaises effectively with onshore and offshore Centers of Excellence in the delivery of relevant tasks, understanding the scope of work delegated to them and the importance of providing accurate and complete information to them

Assists in tracking deliverables from component auditors and seeks to understand the relevance and importance of these

Appropriately links risks, controls, procedures and findings from allocated sections across the EMS file on a timely basis

Can articulate the audit quality milestones, the ways in which teams demonstrate completeness of milestones, and how the audit quality milestones contribute to audit quality

Understands the rationale behind the timings of the audit plan and is prepared to offer challenge around whether work can be performed earlier in the audit cycle

Prepares documentation by anticipating questions that reviewers may ask and distinguishes accounting judgements and conclusions from auditing judgements and conclusions

Understands that it is important to develop relationships beyond the finance function in order to better understand the entity's business and apply professional skepticism

Has a practical awareness of the risks around the engagement lifecycle and regulatory environment, and relevant practice protection policies

Demonstrates ability to apply AI in an audit context to improve efficiency and quality (e.g., relevant use cases), including prompt engineering fundamentals and structured problem-solving. Exercises professional scepticism when using AI-generated outputs validates accuracy, completeness, and appropriateness before use in audit documentation/workpapers. Understands responsible AI expectations in professional services, including governance/risk considerations, confidentiality and data integrity, and use of firm-approved AI tools (including Deloitte-specific tools where applicable).

Leadership capabilities:

Builds own understanding of our purpose and values; explores opportunities for impact

Demonstrates strong commitment to personal learning and development; acts as a brand ambassador to help attract top talent

Understands expectations and demonstrates personal accountability for keeping performance on track

Actively focuses on developing effective communication and relationship-building skills

Understands how their daily work contributes to the priorities of the team and the business

Desired Candidate Profile

Degree in Accounting, ACCA and CPA qualified.

Experience in implementing IFRS 9,10,15 and 16.

3-6 years of experience, preferably with Big Audit Firms.

Supervise staff, inspect client financial records, compile and analyze data, prepare detailed audit reports and resolve accounting research issues.

Demonstrate ability to plan and manage engagements and people along with ensuring deliverables meet work plan specifications and deadlines.

International accounting qualification is desired: ACCA, CPA or SOCPA

Fluent in English (Reading, Speaking and Writing).

Preference will be given to Bilingual candidates (Arabic/English).
