<p>Ensure that an oversight, inspection, and auditing program is in place supplemented by appropriate documentation, record keeping, reporting, and coordination efforts to achieve compliance with the applicable local and international regulations for Aerodrome Certification.</p><p><strong>KEY RESPONSIBILITIES:</strong></p><ul><li>Coordinates with FM to ensure BIA Airfield infrastructure compliances in line with ICAO standards and BCAA CAR001 and to meet BCAA Aerodrome Certification requirements</li><li>Oversights FM and D&T through planned and/or ad-hoc audits and inspections to ensure framework is in place that involves the monitoring of all airside works conducted by D&T/FM, contractors and other relevant parties.</li><li>Reports any observed non-conformities or areas of concern to management immediately. The purpose is for oversight over compliance and to ensure reporting to D&T/FM for necessary action.</li><li>Supports with the management of BCAA audit findings and the implementation of their associated corrective action plans to achieve full compliance</li><li>Oversights Airside Operations through planned and/or ad-hoc audits and inspections to ensure the smooth, safe, and efficient implementation of planned closures at the movement area.</li><li>Supports with the management of the Aerodrome Certification audit, including preparation for and administration of the audit schedules, and development/follow-up on the implementation of corrective action plans, and the effective implementation of the regulatory audit preparation procedure.</li><li>Conducts inspections at the airside and produces reports for management attention regarding any pavement condition, marking, lighting, signs and other observations that may impact safety or the airport's level of compliance. The purpose is for oversight over compliance and to ensure reporting to D&T/FM for necessary action.</li><li>Ensures that routine inspections are carried out on works at the airside to verify work permit compliance and with applicable relevant local and international regulations and established SOPs and Manuals.</li><li>Review maintenance programs, schedules and procedures developed by D&T/FM and/or contractors and report any findings or observations that require attention and action by the responsible department.</li><li>Produce reports highlighting findings or observations.</li><li>Reports to management with observations and recommendations for corrective and preventive action.</li><li>Actively participate in and support with the investigation of non-conformances to establish root cause and lessons learned.</li><li>Participate in the investigation of incidents or accidents, where required.</li><li>Ensures oversight over the handover and takeover process and reports any deviations or conditions for immediate action by Airside Operations and FM.</li><li>Oversights the VDGS configuration process to ensure that the framework meets the safety and operational requirements, in accordance with the aircraft allowance chart for each stand.</li><li>Review the Aircraft Allowance Chart and ensure the content is up to date and in line operational, safety, and regulatory requirements as part of the allowance chart review workflow (in coordination with Airside Operations, FM, and APOC).</li><li>Reviews and verifies studies conducted by FM evaluating aircraft movement in the airfield using Aviplan and AutoCAD software to ensure safe movement, parking, and operation of aircraft in line with the established safety, regulatory, and operational needs.</li><li>Develops safety instructions and procedures for such activities where necessary.</li><li>Carries out a gap analysis to determine BAC's level of compliance against the aerodrome certificate requirements, including but not necessarily limited to BCAA CAR001, BCAA ANTR Vol 3 Part 19, ICAO Annex 14, and associated ICAO Docs.</li><li>Producing gap analysis document outlining all applicable regulations.</li><li>Gap analysis demonstrates existing measures to achieve compliance.</li><li>Maintains the gap analysis through annual review (and ad-hoc reviews depending on changing circumstances and developments).</li><li>Based on approvals from MAS on the recommendations, coordinates with the concerned departments to ensure a corrective action plan is in place, and ensures necessary follow-up.</li><li>Supports with the review and update of the Aerodrome Manual to ensure compliance with BCAA CAR001 requirements.</li><li>Supports with the review and update of the Safety Management System Manual to ensure compliance with BCAA CAR001 and ANTR Vol 3 Part 19 regulations.</li><li>Participates in the review and development of safety and operational procedures, instructions, advisory circulars, and other related documents to ensure safe, compliant, and continuous operations.</li><li>Ensures that training on regulatory compliance (ICAO Annex 14, BCAA CAR001) <p>MAIN OBJECTIVES Prepare the computer flight plan and associated Flight Crew Briefing documents, necessary for the safe and economic dispatch of Gulf Air flights, in accordance with applicable national and international regulations and Gulf Air Company policy.</p><p>MAIN DUTIES</p><p>1-Under the supervision of the Duty Shift Supervisor Flight Dispatch, the preparation of computer flight plans and Flight Crew Briefing materials for the flights assigned to him/her whilst on duty. In particular:</p><p>(a) Analyze meteorological data pertinent to each flight to determine and select the most suitable and economical route from origin to destination and to determine and select the most suitable and economical enroute and destination alternate airports.</p><p>(b) Analyze NOTAM data pertinent to each flight to determine and select the most suitable and economical route from origin to destination and to determine and select the most suitable and economical enroute and destination alternate airports.</p><p>(c) Calculate take-off weight, associated V speeds, take-off flex thrust and landing weight from the Flight Crew Operating Manuals supplied by the aircraft manufacturer, or from the Regulated Take Off Weight charts or other utilities available having due regard for the structural and operational limitations of the airframe, current and forecast environmental conditions and existing and available airport facilities.</p><p>(d) Correct application of MEL/CDL penalties associated with aircraft Technical Defects and where this adversely affects payload, or in any way restricts the operation of an aircraft, notification to concerned parties.</p><p>(e) Optimizing the uplift of payload, having due regard to structural and operational limitations affecting the flight, and legal requirements for the carriage of fuel, nomination of alternates etc.</p><p>(f) Recommend and/or plan the tinkering of fuel where economical to do so, without compromising the uplift of payload.</p><p>(g) Advise preliminary fuel requirements to BAS for flights departing Bahrain.</p><p>(h) Notify Air Traffic Service units for movement messages in respect of Gulf Air flights ie: plans, changes, delays and cancellations. We are seeking a Nominated Postholder Flight Operations to lead the development, certification and oversight of the Flight Operations function for our Bahrain AOC, based in Manama, Bahrain. <span>Beond is the world's first premium leisure airline.<br> As we continue to expand our regulatory and operational footprint, we are establishing a Bahrain Air Operator Certificate (AOC) under the oversight of the Bahrain Civil Aviation Affairs (BCAA).<br> We are seeking a Nominated Postholder Flight Operations to lead the development, certification and oversight of the Flight Operations function for our Bahrain AOC, based in Manama, Bahrain.<br> The Nominated Postholder Flight Operations is appointed by, and reports to, the Accountable Manager, and is responsible for: Ensure safe and efficient flight operations and remain in compliance with the applicable Bahrain Air Navigation Technical Regulations (ANTR) and BCAA requirements for the operational area under your responsibility Determine flight operational standards, practices and safety policy, ensure compliance with the applicable regulations and the AOC, and provide effective Standard Operating Procedures Define the Flight Operations budget and oversee Flight Operations Support, including Crew Scheduling and Operations Control Assess and review route and aerodrome selection and flight-crew competency, and liaise with the Nominated Postholder – Ground Operations on new airports and handling requirements Issue, or delegate the issue of, Operations Manual Parts A, B and C, the Cabin Safety Manual and the Cabin Operations Manual, and implement new BCAA/EASA/ICAO requirements, in coordination with Compliance Monitoring Lead Crew Resource Management and implement the department Safety Management System (SMS) under the Safety Manager A competitive package with relocation support where applicable, and the opportunity to build a premium airline certificate from the ground up as part of a fast-growing multi-AOC group.<br> If you do not receive a response from us within 4 weeks of submitting your application, please consider your application to be unsuccessful due to the high volume of applications we receive.<br> This is a Nominated Postholder position under the applicable Bahrain Air Navigation Technical Regulations (ANTR) and associated BCAA requirements and guidance.<br> Appointment is subject to formal nomination to and acceptance by BCAA.<br> Mandatory • Hold, or have held, a valid flight crew licence (ATPL/CPL) with ratings appropriate to a type of operation conducted under the AOC (Bahrain CAR-OPS / ORO.<br>AOC.135). • At least 5 years' relevant work experience, of which at least 2 years in the aeronautical industry in an appropriate position (Bahrain CAR-OPS / ORO.<br>AOC.135). • Practical experience and expertise in the application of aviation safety standards and safe operating practices.<br> • Thorough knowledge of the applicable Bahrain ANTR and BCAA requirements, Operations Manual structure and flight-time-limitation schemes • Must be acceptable to BCAA following formal assessment.<br> Desirable • Current or recent command on the Airbus A320/A321 family.<br> • Prior experience as a nominated postholder / a new-AOC stand-up.<br> • ICAO English Level 4 or above where operational.<br></span> </div>
