permit compliance and with applicable relevant local and international regulations and established SOPs and Manuals.</li><li>Review maintenance programs, schedules and procedures developed by D&T/FM by FM evaluating aircraft movement in the airfield using Aviplan and AutoCAD software to ensure safe movement, parking, and operation of aircraft in line with the established safety, regulatory, and operational needs.</li><li>Develops safety instructions and procedures for such activities where necessary.</li><li>Carries out a gap analysis to determine BAC's level of compliance against the aerodrome certificate requirements, including but not necessarily limited to BCAA CAR001, BCAA ANTR Vol 3 Part 19, ICAO Annex 14, and associated ICAO Docs.</li><li>Producing gap analysis document outlining all applicable regulations.</li><li>Gap analysis demonstrates existing measures to achieve compliance.</li><li>Maintains the gap analysis through annual review (and ad-hoc reviews depending on changing circumstances and developments).</li><li>Based on approvals from MAS on the recommendations, coordinates with the concerned departments to ensure a corrective action plan is in place, and ensures necessary follow-up.</li><li>Supports with the review and update of the Aerodrome Manual to ensure compliance with BCAA CAR001 requirements.</li><li>Supports with the review and update of the Safety Management System Manual to ensure compliance with BCAA CAR001 and ANTR Vol 3 Part 19 regulations.</li><li>Participates in the review and development of safety and operational procedures, instructions, advisory circulars, and other related documents to ensure safe, compliant, and continuous operations.</li><li>Ensures that training on regulatory compliance (ICAO Annex 14, BCAA CAR001) OLS.</li><li>Reviews reports on the performance of Runway closures in relation to the scope of work to evaluate the acceptability of friction test levels, condition of ground marking, AGL, signage, and pavement.</li><li>Building audit programmes and designing checklists and questionnaires to ensure compliance is maintained.</li><li>Manages the tasks and responsibilities of auditors to achieve compliance assurance with stakeholders and with BAC departments.</li><li>Ensures the audit program achieves the desired level of compliance with the aerodrome certification requirements.</li><li>Supports with the effective implementation of the Safety Management System Manual, which includes safety promotion campaigns, inspections, oversight, auditing, investigations, risk management, etc.</li><li>Ensure appropriate knowledge transfer on the roles, responsibilities, and competencies of Aerodrome Compliance to Aerodrome Safety personnel.</li></ul><p><strong>Desired Candidate Profile</strong></p><p><strong>EDUCATION/QUALIFICATIONS:</strong></p><ul><li>Bachelor's degree in Aviation Management, Engineering, or an equivalent major in the related <p><b>JOB PURPOSE</b> Perform Aviation Safety tasks at the airside to guarantee compliance with the national and international Aviation safety. Rules and regulations and coordinating airside safety activities. Maintains close communication with supervisors regarding any issues that might reveal a weakness or vulnerable area of airside safety that is discovered in the course of monitoring activities. KEY RESPONSIBILITIES Conduct daily apron, Manoeuvring area inspection and weekly stakeholders joint inspections and submit activity reports / check-lists All the inspections and audits shall carried out as per established procedure and checklist forms. Conduct monthly data analysis of safety reports Provide reports on any findings or breaches of the Aviation Safety Regulations or procedures for appropriate action and issue violations when necessary; upload the reports to the Airside Operations Reporting System; follow-up with stakeholders as and when necessary. Implement and monitor compliance of the Foreign Object Debris (FOD) program; Assist with preliminary investigation conducted whenever incident or accident is occurred. Ensure that there is appropriate safe site control in relation to vehicle movement and aircraft parking. Carry out spot checks to record the condition of vehicles and equipment and submit a report to Manager - Aerodrome Safety. Monitor ramp activity and the safe operation of flight turn around operations. Provide good quality customer service while at the same time not compromising Aviation Safety; Assist Senior Officer - Aerodrome Safety when conducting investigations, as and when necessary. Attend emergencies when required and coordinate with Airside Operations, ARFFS, and Ministry of Interior for effective management of emergency situation. Follow the instructions provided by Manager - Aerodrome Safety to ensure safe movement of vehicles, equipment, and personnel. Attend when Aircraft Recovery is taking place and assist with the implementation of recovery procedures in liaison with Airside Operations and ATC. Follow the instructions provided by Manager -Aerodrome Safety to ensure safe recovery/removal process. Maintain Aerodrome Safety databases including driving, inspections, violations, accidents, and incidents Monitor during Back-up Runway operation to ensure safe movement of vehicles and personnel on the service road and Aprons. Monitor and issue violation of vehicles/GSE speed, parking and ensure adherence to Airside speed limits and take necessary corrective action in cases of violation. Attend when low visibility procedures are activated to ensure safe operations (vehicle movement and personnel duties) during low visibility conditions; in liaison with Airside Operations and ATC. Carry out regular spot checks of construction sites to ensure that work permits are available and valid and also inspect the area to ensure that the contractor adheres to airside safety requirements. Carry out inspection other area such as airport perimeter fence, Aerodrome open area. Report any safety related observations (i.e. risk of wildlife entry, poor lighting levels, growing vegetation, damage) to Manager - Aerodrome Safety and as and when relevant.</p><p><strong>Desired Candidate Profile</strong></p><p>JOB REQUIREMENTS Bachelor s degree in Aviation Management, Aviation Safety, Airport Operations, Occupational Health & Safety, or a related field. <p><strong>Installation and maintenance:</strong> Responsible for executing plans of electrical wiring, installing apparatus and fixtures, connecting wiring in circuits, and ensuring compatibility of components. Prepares conduits, prevent breakdowns through routine inspections, troubleshoot, attend maintenance requests, and maintain various lights for operational efficiency.</p>
<p><strong>Emergency response and assistance:</strong> Stands by on call for emergency electrical work post-midnight as per duty roster or Engineering Supervisor's directives. Assist in emergencies, perform emergency repairs, maintain tools, and order supplies. Additionally, addresses fire alarm faults, attend breakdowns of major equipment like generators, STPs, and desalination plants.</p>
<p><strong>Record-keeping and reporting:</strong> Maintains records of electrical parts used during repairs and notifies the Engineering Supervisor to order necessary parts. <p><strong>JOB PURPOSE</strong></p><p>Direct technical safety oversight across Engineering, Maintenance (AMO), and CAMO functions, ensuring regulatory compliance, effective safety risk management, and the integrity of the Safety Management System (SMS).</p><p><strong>KEY RESPONSIBILITIES</strong></p><p><strong>Executive Safety Governance & Post Holder Accountability</strong></p><ul><li>Maintain, align, and continually enhance the Technical Safety framework in accordance with BCAA regulations and EASA standards.</li><li>Administer the corporate SMS framework, safety policies, hazard identification, and change management alignment across maintenance operations in accordance with ANTR Vol. III Part 19 and EASA Part 145 / AMC1 145.A.30(b).</li><li>Oversee AMO maintenance safety procedures and integration of CAMO quality/safety systems into the overall corporate SMS in accordance with ANTR 145.A.65(d) and M.A.712(e).</li><li>Maintain the operator's SMS, Safety Risk Register, FDAP technical trend monitoring, and information security resilience across maintenance software, diagnostic tools, and avionics data infrastructure in accordance with ANTR OPS 1.037 and EASA Part-IS.</li><li>Formulate strategies to eliminate technical hazards and lower operational costs while advising Nominated Post Holders (NPHs) and operational managers on procedure enhancements and technical change management.</li></ul><p><strong>Post Holder SMS Deputization (EASA AMC1 145.A.30(b)(4) & BCAA)</strong></p><ul><li>Formally act as the designated Deputy to the Senior Manager Safety (Post Holder SMS) during periods of absence, as documented in the Maintenance Organization Exposition (MOE) and Safety Management System Manual (SMSM).</li><li>Ensure continuity of Safety Management System responsibilities and maintain compliance with approved regulatory requirements during delegated periods of authority.</li></ul><p><strong>Occurrence Management, Risk Analytics & Investigation</strong></p><ul><li>Manage internal and regulatory reporting schemes pursuant to ANTR 145.A.60, ANTR M.A.202, and ANTR OPS 1.420, ensuring reportable unsafe conditions and technical defects are submitted within mandated statutory windows.</li><li>Oversee technical event processing, risk scoring, and hazard tracking within AMOS and the corporate aviation SMS Database.</li><li>Analyze trend data to identify weak areas and coordinate follow-up actions with Quality Assurance.</li><li>Lead independent safety investigations into technical accidents, serious incidents, and cyber-safety occurrences (ANTR Part VI).</li><li>Conduct root-cause analyses (RCA) and human factors evaluations to establish viable, cost-effective Corrective and Preventive Actions (CAPA).</li></ul><p><strong>Reporting, Governance & External Representation</strong></p><ul><li>Prepare periodic operational risk summaries, including Quarterly Safety Reports (QSR) and Safety Information Exchange (SIE), to fulfil ANTR OPS 1.965 mandates.</li><li>Exercise quality control over all technical safety documentation prior to release.</li><li>Direct the Technical Safety Action Group (TSAG) as Secretary, including setting agendas, tracking mitigation actions, and escalating unmitigated risks to the Safety Review Board (SRB) and Senior Manager Safety.</li><li>Safeguard company interests during joint investigations with BCAA, BAC, OEMs, and insurance underwriters.</li><li>Coordinate with Flight Safety, Cabin Safety, Ground Safety, and OHS on airside hazards, voluntary reports, and hazardous waste disposal compliance under Kingdom of Bahrain environmental standards.</li><li>Serve as the primary technical SMS subject matter expert during internal QA audits, regulatory audits conducted by the Bahrain CAA, and international/external evaluations including IATA Operational Safety Audit (IOSA) and EASA audits.</li><li>Foster a Just Culture, protecting personal data and investigation confidentiality.</li><li>Control assigned technical safety budgets, establish team KPIs, and supervise the Technical Safety Specialist.</li></ul><p><strong>Working conditions</strong></p><p>Environment: Normal office environment combined with frequent operational oversight in hangars, workshops, and ramp areas; requires flexibility for irregular working hours and duty travel during incident investigations. Complexity: Highly complex role requiring multi-disciplinary expertise spanning mechanical reliability, airworthiness engineering, human factors, digital systems (EASA Part-IS, Flight Data Acquisition and Analysis), and regulatory compliance across diverse operational units.</p><p><strong>Access to confidential & sensitive data</strong></p><p>The Manager Technical Safety has direct access to high-level, restricted corporate and operational safety intelligence, including:</p><ul><li>Mandatory and Voluntary Occurrence Reports (MORs, Air Safety Reports, Technical Occurrence Reports, Confidential Safety and Human Factors Reports).</li><li>Flight Data Analysis (FDA/FOQA) and Maintenance Operations Quality Assurance (MOQA) data streams.</li><li>Internal/External Safety Investigation Files, Root-Cause Analyses, and Just Culture disclosures.</li><li>Proprietary fleet reliability data, maintenance operating databases (AMOS, aviation SMS Database), and BCAA/EASA regulatory correspondence.</li><li>Personnel performance disclosures related to safety incidents and EASA Part-IS confidential cyber-threat intelligence.</li></ul><p><strong>Independent action and decision making</strong></p><p>The post requires having an extensive knowledge to develop and implement a technical safety program. The management is entirely reliant on the advice given by the jobholder on all aspects of Technical safety. The Manager -Technical Safety is required to work independently and has been fully delegated the functions outlined under the main duties subject to approved safety policies & procedures.</p><p><strong>Accountability for actions/results</strong></p><p>A wide range of decisions can be taken by the jobholder within agreed guidelines. Accident prevention measures must be practical, efficient and cost effective. Ineffective measures would result in loss of company assets & life. Most recommendations are implemented without reference to Senior Manager Safety Services. The jobholder must ensure that the safety measures are in conformity with the regulations in order to avoid legal actions. Wrong decision in respect of Technical Safety may result in substantial financial loss.
