The key objectives for this role are: 


The position of Divisional Safety Specialist is a position reporting directly to the Technical Consultant-HSSE Exploration and development. The position handles all safety aspects within the required department for which they are recruited.

Responsibilities:

Key Accountabilities and Responsibilities: 


  • Take personal responsibility for performing each job safely for the benefit of self, co-workers, contractors & the protection of facilities and the environment
  • Advises proponents on safety compliance on all work activities in accordance with company policies & procedures
  • 80% Field based position observing, auditing, mentoring field operatives, construction contractors, subcontractors. 20% Office based formalizing, documenting, communicating and following up on field visits in line with the processes laid out within the division
  • Shift work in line with the E&DD safety team callouts schedule where necessary to provide cover to all activities in field 24/7

Key Result Areas:


Leadership & Strategic Planning


  • When required supports on communication of the HSSE vision, mission and objectives to all levels of the organization and to external stakeholders
  • Provides strong leadership to the department within the division, fostering healthy teamwork, accountability and treatment of all internal and external co-workers with respect, integrity and humility
  • Drives a proactive safety culture where safety is viewed as integral to business success
  • Review & feedback to the HSSE Department as directed by Divisions focal point (FP) (Technical Consultant-HSSE Exploration and Development) communication opportunities for improvement within BU HSSE procedures & standards

Regulatory Compliance


  • Ensures compliance with all relevant local, national and international HSE laws, regulations and standards (e.g., OSHA, IOGP, ISO 45001, ISO 14001)
  • Advises the department personnel when all necessary permits, licenses and regulatory documentation are required
  • Ensures proper documentation and reporting in accordance with legal and contractual requirements

Risk Management & Hazard Control


  • Conduct, support on hazard identification (HAZID), hazard and operability studies (HAZOP) and risk assessments where required
  • Develop mitigation measures for high-risk activities in construction operations
  • Review and advise on method statements, risk assessments and Job Safety Analyses (JSAs) where required and inline with BU processes so as not to increase BUs liability beyond that of the contract (review not approve)
  • Monitor implementation of control measures and verify effectiveness

Site Safety Oversight


  • Advises on safety oversight for BAPCO Upstream operations & contractors
  • Monitors contractors’ safety performance by conducting planned & unplanned fields visits
  • Conduct regular site visits, safety inspections of contractors and BU personnel and behavioral safety observations
  • Ensure compliance with contractor and BU Permit-to-Work (PTW) systems and other operational control measures
  • Ensures that the contractors monitor high-risk activities (lifting operations, hot works, confined space entry, working at height, etc.)
  • Ensures that the contractors verify that all plant, equipment and tools meet safety requirements and are inspected regularly
  • Ensures that the contractors oversees implementation of construction safety protocols including scaffolding, excavation and traffic management
  • Ensures that the contractors perform inspections/auditing of contractor’s premises & operational locations against the standards
  • Advises & supports on development opportunities of improvement within contractor safety programs & activities
  • Records the outcome of all field visits
  • Where appropriate utilizes the BAPCO Upstream safety observations program (systematic failures)
  • Where appropriate utilizes the contractor’s safety observations program (one off occurrence)
  • Participates in Pre-Startup Safety reviews (PSSR) as an occupational safety specialists (not process safety)
  • Conducts follow up site visits to ensure actions arising from inspections, audits & incidents have been closed on time
  • Inspections & audits implementation of all safe work systems being utilized in the field (examples of which are confined space, LOTO & hot work activities) 

Incident Investigation & Reporting


  • Supports investigations into incidents, accidents, near-misses and unsafe conditions/act where required
  • Conduct and support the case supervisor in root cause analyses using recognized methodologies (e.g., TapRooT, 5-Whys)
  • Participates & coaches BU Staff in incident investigations
  • Assists & coaches BU Staff on action evidence collection and closures
  • Ensure timely completion of corrective and preventive actions
  • Maintain incident information on the BU Incident software system
  • Analyze trends and recommend prevention strategies
  • Submit incident reports to Maximo and management within required timelines
  • Advises the proponents to agree the correct actions/target dates with the contractor

Emergency Preparedness


  • Design and coordinate emergency drills including fire, evacuation, spill response and rescue scenarios
  • Train BU site personnel in emergency response roles and responsibilities
  • Develop post exercise reports suggesting proportional and appropriate actions, record these actions in Maximo and closed within the required timelines

Training & Competency Development


  • Conduct the BU HSE induction program for employees, contractors and visitors where required within the division. This includes inducting visiting personnel out of hours for emergency attendance
  • Deliver toolbox talks, safety briefings and specialized safety courses where required
  • Verify competence of personnel in high-risk roles (e.g., crane operators, welders, riggers)
  • Maintain training records and ensure timely re-certification of qualifications. (RoSPA etc)
  • It is a business requirement to hold this position to be an active member of IOSH with a current live and up to date membership
  • Maintain their own competencies within IOSH CPD (continuous Professional Development) software tool

Contractor & Subcontractor Management


  • Conduct prequalification assessments on contractors based on HSE performance, systems and established and agreed pre-tender documentation processes
  • Monitor contractor HSE performance on site and enforce compliance
  • Conduct joint inspections and audits with contractors (official walkthroughs) 
  • Hold contractors accountable for meeting company, contractor and legal safety standards (IOGP mode 1 & 2 only)

Environmental Management


  • When required supports the HSSE Dept in monitor environmental performance and compliance with environmental regulations and communicate these to BU directly or via Maximo
  • As appropriate and in line with site visits oversees waste segregation, storage and disposal in accordance with established BU or contractor standards. Communicates violations to BU HSSE Depart directly or via Maximo
  • Reports and support the BU HSSE Depart. in the investigation of environmental incidents and non-compliances in accordance with “Incident Investigation & Reporting” above

Culture & Behavior-Based Safety


  • Implement, support and manage BU behavior-based safety programs for E&DD personnel
  • Encourage hazard reporting and near-miss reporting without fear of reprisal
  • Recognize and reward safe behaviors and achievements
  • Address unsafe behaviors' promptly through coaching and corrective action
  • Pro-actively promote the BU CEOs Stop Work Authority program

Other Key Duties


  • Ensure proper PPE availability, usage and compliance
  • Maintain confidentiality of sensitive safety data and investigation results
  • Treats their co-workers with respect and integrity at all times
  • Verify that contractor PTW confined space registers are maintained and entry procedures strictly followed
  • Review and advises on lifting plans and crane operation safety protocols
  • Review dropped object prevention programs (DROPS)
  • Implement and monitor heat stress prevention mitigations
  • Review that contractors are properly storing, labelling and handling of hazardous materials (HAZMAT)
  • Audit Material Safety Data Sheets (MSDS/SDS) availability and accessibility
  • Lead safety campaigns and awareness events (e.g., World Safety Day, Environment Day, Division Safety Campaigns aligns with the annual HSE Plan)
  • Prepares & participates in safety campaigns & programs to enhance safety awareness
  • Manage site signage, barriers and demarcation for hazard zones
  • Oversee safe transportation of personnel and equipment, including journey management plans

Expected: 



  • Bachelor’s degree in chemical engineering / Loss Prevention/ Environmental or equivalent from an accredited university with a minimum of five (5+) years of relevant experience in the Offshore/Onshore Oil & Gas industry, including minimum (5) years (preferred) in GCC region
  • Chartered Engineer or recognized equivalent experience is an added advantage
  • Expert in own discipline knowledge requirements to provide support to the business
  • Have involvement in Conceptual studies for Fields developments projects
  • Experience in mega projects developments
