Context


Bahrain Bay Utilities is a utility complex that serves the iconic Bahrain Bay Development project in the heart of Manama, providing combined utilities services including a District Cooling Plant, a Sewage Treatment Plant, and a potable and irrigation water distribution network under a single utility service scheme.

 

Veolia Energy Gulf (Veolia Bahrain) is the asset management and operator of the utility complex that has the largest District Cooling Plant (DCP) in Bahrain using sea water technology for cool down the process, a fully enclosed Sewage Treatment Plant (STP) equipped with membrane technology to produce a high quality of TSE that is recycled fully in the irrigation network, a potable water scheme with a network and pumping stations, in addition to solar power park powered the STP with the majority of its electricity.



Job Description

The Procurement Engineer is responsible for managing the technical and commercial aspects of procurement activities related to maintenance and operational requirements. The position focuses on sourcing materials, equipment, and services in compliance with technical specifications, budget constraints, and delivery schedules.

Minimum 3–5 years’ relevant hands-on experience in procurement activities within engineering, industrial, or infrastructure environments.Working experience in industrial facilities, utilities, construction projects, or large-scale operational environments.Computer literate in ERP/Procurement systems, MS Word, Excel, and PowerPoint.


Detailed Job Description


  • Develop and implement procurement strategies aligned with project requirements and company objectives.
  • Identify potential suppliers and evaluate their capabilities to meet project specifications and timelines
  • Establish and maintain strong relationships with suppliers to ensure a reliable supply chain
  • Conduct supplier performance evaluations and manage supplier performance improvement plans.
  • Prepare and issue RFQs/RFPs, evaluate technical and commercial bids, and recommend suppliers as per the technical specifications and material requirements in coordination with engineering and project teams.
  • Lead the negotiation with the suppliers including the prices, delivery terms, and contractual conditions in line with company policies
  • Draft, review, and manage contracts to ensure compliance with company policies.
  • Monitor and control procurement costs to achieve cost savings and efficiency improvements.
  • Ensure all procured materials and services meet the required quality standards and specifications.
  • Collaborate with the Quality Assurance team to resolve any quality-related issues with suppliers.
  • Collaborate with project teams to understand their procurement needs and provide support throughout the project lifecycle.
  • Ensure timely delivery of materials and services to meet project schedules.
  • Ensure procurement activities comply with internal policies, ethical standards, and regulatory requirements.
  • Identify and mitigate procurement-related risks to minimize impact on project delivery.
  • Maintain accurate procurement records and documentation.
  • Prepare regular reports on procurement activities, performance metrics, and supplier performance
  • Coordinate with suppliers, logistics, and internal stakeholders to ensure timely delivery of materials and equipment.
  • Support inventory management and procurement planning for critical materials and spare parts.
  • Monitor supplier performance and address non-conformities, delays, or quality issues.
  • Ensure procurement activities comply with internal procedures, ethical standards, and local regulations.

Qualifications
  • B.E / B.S Degree from a university accredited by the ministry in Engineering (Mechanical, Electrical, Civil, or related discipline).
  • Minimum of 3 years of experience in Procurement Engineering or procurement operations within an industrial or engineering environment.
  • Demonstrated knowledge and hands-on experience with Google Workspace, including Docs, Sheets, Slides, Drive, Calendar, and Gmail
  • Knowledge of procurement processes, contract administration, and supplier management.
  • Familiarity with local regulations and procurement compliance requirements.
