PositionFSL Data Management Officer

Location: Hodiedah

Grade: 4b

Contract Length: As per the budget

 

The Opportunity:

Under supervision of FSL Program Coordinator, the Data Management Officer will be a crucial part of a team responsible and accountable for ensuring the implementation of FSL data/information management related to FSL program, archive and organize all database of FSL projects (Unconditional Cash Transfer (UCT)) or other modalities. Design format/template and database for field data collection, report and enter to internal database and online platform such IMPACT accurately and completely to ensure all FSL information are consolidated, with full coordination with FSL team to ensure all information / data and capacity building plan are done and well-implemented.

Key Areas of Responsibilities: 

  • Provide data/information support for any FSL related assessments including IPTT and need assessment analysis.
  • Manage the data entry team to produce accurate, complete data and work to consolidate all data to the required database.
  • Work closely with other officers to ensure all the assistants understands the templates and make sure they are correctly filled out. 
  • Participate in establishing need assessment report and share it with line manager .
  • Support the integration and communication with other sectors: WASH, CP, Health & Nutrition activities as well as compile data and share with relevant staff in a timely manner.
  • Responsible for FSL data/information with participation in activities implementation in the targeted districts and support FSL assistants to carry a high quality implementation in data collection.
  • Participate in field visits specifically in registration process to clarify the mechanism of registration.
  • Generate/update pivot tables and charts of the indicators for routine monitoring purposes as well as ad hoc requests.
  • Working closely with FSL officers to identify the DPs and MPs and share them with security and liaison focal person.
  • Include regular, timely and accurate entry of beneficiaries lists into the database with high quality.
  • Alert and follow up with the FSL field team of any missing/error data/information in the lists.
  • Archiving all program documents as hard and soft copies.
  • Tracking of PRs and Payments and share the tracker on a monthly basis Develop the data management system through documentation,implementation and coordination of standardized information flows and day to day management of a database and monitoring systems.
  • Update project achievements in SCI Global Output and Outcome Reporting System (IMPACT) and ensure the quality of data entered on a monthly basis by cross-checking reports generated with projects supporting documents and the monthly Indicator Performance Tracking Table (IPTT).
  • Develop tools to harmonize data collection, management with closely working with field offices to facilitate consolidation of information.
  • Working in data collection of weekly and/or monthly progress reports and statistic reports from the field for submission to the FSL Program Coordinator and update the IPTT and IMPACT.
  • Manage routine data, including data cleaning, entry and managing in the (IMPACT) software platform to ensure completeness and quality of information.
  • Maintain master copies of data collection forms (ensuring accurate updating as needed) and supporting documentation for data management system in electronic venue accessible to relevant teams.
  • Participate in any other activity that may be required in connection with the incident data management and perform any other incident-specific related duties, as required by the functional supervisor.
  • Responsible for updating the supply chain, HR, finance and movement plan, trackers.
  • Accountable for data sharing, complying with SCI data protection guidelines and only sharing data as per prior approval of line manager.
  • Support the field team as and when required in tasks including but not limited to registration, distribution, verification, among others.
  • Compile and share lesson learnt achievements and successes stories from the field.
  • Any other relevant task given by the supervisor.

QUALIFICATIONS 

Education

  • Bachelor’s degree in IT, Computer Science, or equivalent experience.
  • At least 3 years experience in data and information management working with INGOs in Yemen in a similar position level.
  • Extensive work experience in Food Security and Livelihood projects or other relevant programs.
  • Strong and Solid skills in data/Information management, analysis. interpretation skills, report writing, and data presentation/Visualization skills (working with Power BI, online (platfroms) sheets, Epi-info), and online data collection tools.

EXPERIENCE AND SKILLS

  • High sense of responsibility.
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques.
  • Advanced knowledge of MS Office such MS package ( Excel ,Word, Powerpoint, ...etc) 
  • Excellent organizational, problem solving and time management skills.
  • Very good written and spoken English and ability to write very good quality reports.
  • Very good interpersonal skills.
  • Advance reporting skills.
  • Flexible, adaptable, able to improve and work in stressful and instable environment and remote locations..
