ملخص الدور يتحمل المقدر الكهربائي الأول مسؤولية إعداد تقديرات تكاليف دقيقة وتنافسية ومتوافقة تقنيًا للأعمال الكهربائية عبر مشاريع البناء التجارية والصناعية والبنية التحتية والأبراج العالية والم mixed-use والمتعددة التخصصات.
يوفر الدور مدخلات تقنية وتجارية خبيرة طوال عملية العطاء، دعمًا لأهداف تطوير أعمال الشركة من خلال ضمان أن تكون submissions العطاء ذات جدوى تجارية، ومتين تقنيًا، وتنافسية، ومتوافقة مع متطلبات العميل، EWA، EDD، لوائح السلطة المحلية، والمعايير الصناعية المعمول بها.
كما يقوم بتقييم مخاطر وفرص المشروع، وتطوير حلول فعّالة من حيث التكلفة، ويسهم في هندسة القيمة واستراتيجيات المناقصة التي تدعم ربحية المشروع.
المسؤوليات الرئيسية: مراجعة وثائق العطاء والرسومات والمواصفات وكشوف الكميات ونطاقات العمل لتحديد متطلبات المشروع.
تحليل وثائق العطاء لتحديد المخاطر التقنية والتجارية والتعاقدية والتنفيذية.
تحديد المعلومات الناقصة أو المتعارضة أو غير الواضحة ورفع التوضيحات المناسبة للعطاء.
حضور اجتماعات توضيح العطاء وزيارات الموقع والاجتماعات التمهيدية للعطاء حسب الحاجة.
إعداد حوامل كميات كهربائية تفصيلية تغطي المواد والقوى البشرية والمعدات والأعمال التحتية والاختبار والتشغيل والتكاليف المرتبطة.
وضع تقديرات تكلفة دقيقة وتنافسية بناءً على متطلبات المشروع ومنهجية البناء وظروف السوق والبيانات التاريخية للتكلفة.
حساب التكاليف المباشرة وغير المباشرة للمشروع، بما في ذلك القوى العاملة، الأسطول والمعدات، الأعمال المؤقتة، الاختبار والتشغيل، التمهيدات، النفقات العامة، وغيرها من التكاليف المعمول بها.
مراجعة التصاميم الكهربائية للامتثال الفني وقابلية البناء والفعالية من حيث التكلفة.
التأكد من امتثال التقديرات والعروض التقنية لـ EWA وEDD ومتطلبات السلطة المحلية والرموز الكهربائية المعمول بها والمعايير الصناعية ذات الصلة.
تقييم متطلبات العطاء وتحديد الانحرافات الفنية والاستثناءات والتأهيلات ومخاوف الامتثال.
الحصول على عروض تنافسية من الموردين والمصنعين والمقاولين من الباطن والبائعين المتخصصين وتقييمها.
مراجعة عروض الموردين والمقاولين من الباطن للامتثال الفني والتجاري.
التفاوض مع الموردين والمقاولين من الباطن لضمان أسعار تنافسية وشروط تجارية وجداول التسليم.
إقامة والحفاظ على علاقات عمل فعالة مع الموردين والمصنعين والمقاولين من الباطن والعملاء وأصحاب المصلحة المعنيين.
تحديد المخاطر المالية والتقنية وشراء وتنفيذ المرتبطة بتقديم العروض.
تطوير تدابير مناسبة لتخفيف المخاطر والاحتياطات واستراتيجيات التسعير.
تحديد فرص هندسة القيمة والحلول البديلة التي تحسن تكاليف المشروع دون المساس بالجودة والسلامة والأداء والوظائف.
متابعة اتجاهات السوق وتكاليف المواد وأسعار العمالة وتقلبات الأسعار التي قد تؤثر على تقديرات المشروع.
الحفاظ على قواعد بيانات التقدير وتحديثها، وأسعار الموردين، وبناء الأسعار، ومعلومات التكلفة التاريخية.
إعداد عروض عطاء تقنية وتجارية شاملة ضمن المواعيد النهائية المطلوبة.
تقديم توصيات تقنية وتجارية للإدارة بشأن استراتيجية المناورة والتسعير والمخاطر والفرص.
أداء واجبات ومهام أخرى وفق توجيهات المدير العام – التقدير والخدمات الفنية.
المؤهلات المهارة والخبرة: مطلوب دبلوم أو بكالوريوس في الهندسة الكهربائية أو تخصص ذو صلة.
خبرة لا تقل عن 15 عامًا في تقدير الكهرباء وصناعة البناء.
خبرة عبر البنية التحتية، المباني متعددة الطوابق، التطويرات التجارية، المشاريع الصناعية، التطويرات متعددة الاستخدامات، ومشروعات البناء متعددة التخصصات.
تفضل خبرة لا تقل عن 10 سنوات في GCC .
معرفة متقدمة بأنظمة الكهرباء والتركيبات ومنهجيات البناء.
معرفة قوية بنظامي EWA وEDD والمتطلبات.
معرفة expert بتقدير الكميات الكهربائية، وبناء الأسعار، وتقدير التكاليف.
فهم قوي للرموز الكهربائية والمعايير والمواصفات والمتطلبات السلطة المعمول بها.
القدرة على تفسير وتقييم رسومات الهندسة والمواصفات وكشوف الكميات ووثائق العطاء.
فهم قوي لعمليات الشراء وتقييم الموردين والتعاقد والتعهدات والعرْض للمناقصة.
وعي تجاري قوي مع القدرة على تقييم المخاطر والفرص واستراتيجيات التسعير.
مهارات كتابة وتواصل شفوية ممتازة.
قدرات تحليلية وتفاوضية وحل مشكلات قوية.
الكفاءة في تطبيقات التقدير ذات الصلة وبرامج Microsoft Office.

Job description
Role Summary The Senior Electrical Estimator is responsible for preparing accurate, competitive, and technically compliant cost estimates for electrical works across commercial, industrial, infrastructure, high-rise, mixed-use, and multidisciplinary construction projects.
The role provides expert technical and commercial input throughout the tendering process, supporting the company's business development objectives by ensuring tender submissions are commercially viable, technically sound, competitive, and compliant with client requirements, EWA, EDD, local authority regulations, and applicable industry standards.
The position also evaluates project risks and opportunities, develops cost-effective solutions, and contributes to value engineering and bidding strategies that support project profitability.
Key Responsibilities Review tender documents, drawings, specifications, Bills of Quantities (BOQs), and scopes of work to establish project requirements.
Analyze tender documentation to identify technical, commercial, contractual, and execution risks.
Identify missing, conflicting, or unclear information and raise appropriate tender clarifications.
Attend tender clarification meetings, site visits, and pre-tender meetings as required.
Prepare detailed electrical quantity take-offs covering materials, manpower, equipment, subcontract works, testing, commissioning, and associated costs.
Develop accurate and competitive cost estimates based on project requirements, construction methodology, market conditions, and historical cost data.
Calculate direct and indirect project costs, including manpower, plant and equipment, temporary works, testing and commissioning, preliminaries, overheads, and other applicable costs.
Review electrical designs for technical compliance, constructability, and cost effectiveness.
Ensure estimates and technical proposals comply with EWA, EDD, local authority requirements, applicable electrical codes, and relevant industry standards.
Assess tender requirements and identify technical deviations, exclusions, qualifications, and compliance concerns.
Obtain and evaluate competitive quotations from suppliers, manufacturers, subcontractors, and specialist vendors.
Review supplier and subcontractor quotations for technical and commercial compliance.
Negotiate with suppliers and subcontractors to secure competitive pricing, commercial terms, and delivery schedules.
Establish and maintain effective working relationships with suppliers, manufacturers, subcontractors, clients, and relevant stakeholders.
Identify financial, technical, procurement, and execution risks associated with tender submissions.
Develop appropriate risk mitigation measures, contingencies, and pricing strategies.
Identify value engineering opportunities and alternative solutions that optimize project costs without compromising quality, safety, performance, or functionality.
Monitor market trends, material costs, labor rates, and pricing fluctuations that may impact project estimates.
Maintain and update estimation databases, supplier pricing, rate build-ups, and historical cost information.
Prepare comprehensive technical and commercial tender submissions within required deadlines.
Provide technical and commercial recommendations to management regarding bid strategy, pricing, risks, and opportunities.
Perform other duties and assignments as directed by the General Manager – Estimation & Technical Services.
Qualifications Skill, & Experience Diploma or Bachelor's degree in Electrical Engineering or a related discipline is required.
Minimum 15 years of experience in electrical estimating and the construction industry.
Experience across infrastructure, high-rise buildings, commercial developments, industrial projects, mixed-use developments, and multidisciplinary construction projects.
Minimum 10 years of GCC experience is preferred .
Advanced knowledge of electrical systems, installations, and construction methodologies.
Strong working knowledge of EWA and EDD regulations and requirements .
Expert knowledge of electrical quantity take-offs, rate build-ups, and cost estimation.
Strong understanding of applicable electrical codes, standards, specifications, and authority requirements.
Ability to interpret and evaluate engineering drawings, specifications, BOQs, and tender documentation.
Strong understanding of procurement, supplier evaluation, subcontracting, and tendering processes.
Strong commercial awareness with the ability to assess risks, opportunities, and pricing strategies.
Excellent written and verbal communication skills.
Strong analytical, negotiation, and problem-solving abilities.
Proficiency in relevant estimating and Microsoft Office applications.
CRPEP certification is preferred.
