Key Responsibilities:
- Perform required administrative and technical formalities for the formation of incident-specific multi-disciplinary Incident Investigation Report (IIR) teams as per company policy and department procedures.
- Co-ordinate and lead multi-disciplinary IIR teams to facilitate process/plant related risk assessments through the use of specialist incident investigation tools such as TapRooT, WhyTree, 5-Why and other techniques for Root Cause Analysis (RCA).
- Conduct solo- and/or multi-departmental investigations (Chronic or Sporadic), write up the investigation reports ensuring that all problem areas/concerns and facts are documented. Track the progress of assigned investigations ensuring timely completion, conduct quality checks to ensure investigation reports content are as per IIR standards.
- Recommend solutions on the investigations and follow up on the implementation to eliminate the causes for reoccurrence of incidents and for improving the reliability of the Company operations.
- Contribute to the gathering and analysis of investigation findings for trends, systemic and systems failures and facilitate appropriate corrective actions including Bapco HSE strategic initiatives.
- Oversee the completeness, accuracy, and integrity of investigation documentation to ascertain that all records of investigations are stored and maintained centrally in a timely manner for future access.
- Maintain updated knowledge of investigations, analysis, and application methods in line with technological advancements and develop proactive and predictive techniques for identifying and solving reliability problems to ensure continuous enhancements of reliability techniques, procedures and improvements of operations reliability and availability.
- Participate in Crisis and Emergency Response Plan (CERP) exercises and update the relevant documentation. As a Situation Leader, provide the required risk advice during the CERP exercises for emergency response planning.
Qualifications & Skills:
- Minimum bachelor's degree in chemical / mechanical /electrical / Instrumentation Engineering or equivalent Minimum 10 (Ten)years' experience in reliability engineering, risk assessments, process operations or technical services activities (plant start-ups and shutdowns, equipment performance analyses, process troubleshooting), procedures, and practices in petroleum refining or petrochemical industry.
- Must be a Subject matter expert in at least one of the following areas: Rotating Equipment, Fixed Equipment, Process Engineering, Electrical Engineering, Control & Instrumentation, and Refinery plants' operations.
- Proven facilitation skills to lead multi-disciplinary, multi-departmental teams for investigations and risk assessments.
- High level of negotiating and influencing skills to obtain clear agreement and commitment from diverse stakeholder groups.
- Excellent analytical problem-solving skills to identify issues and develop recommendations to address causal factors contributing to the occurrence of incidents.
- Excellent communication skills, including developing presentations and report writing, to communicate effectively at all levels of the organization for providing advice, direction, and support to key stakeholders.
- Proficiency in engineering, investigation, and risk software applications such as TapRooT, Meridium, Oracle CMMS (Bapco-EAM), Process Safety Office, PHAST, PI (Process Information), and document management systems such as Intergraph Smart Plant (Bapco-EIMS) and Web-based Shareware.
