We are currently seeking candidates for a Senior Maintenance Manager position supporting the Bahrain Navy in Manama, Bahrain. The Maintenance Manager will serve as the "Owner's Representative" supporting NAVSEA's role as execution agent for ship repair/transfer and maritime industrial projects. The Port Engineer will act as the program office representative at various Follow-On Technical Support and Ship Transfer related activities to enhance communications and provide a degree of quality assurance for work being accomplished. They shall have a primary role in supporting the PMS 326 Country/Program Manager. This individual will have a purely advisory role under the authority and guidance of NAVSEA.



Essential Duties and Responsibilities



Provide a central point of contact for NAVSEA concerning Bahrain Navy Vessels supported to include ex-Oliver Hazard Perry class FFGs and ex-Cyclone class PCs. Be the central point-of-contact for engineering readiness training for the Bahraini Navy. Manage limited resources and maintenance requirements for different classes of vessels and provide the best guidance possible to support the in-country maintenance team, teams of contractors under direction of NAVSEA PMS 326 and the Bahraini Navy. Provides the cognizant NAVSEA project manager with project specific updates on case related issues and keep NAVSEA informed of any potential schedule or quality problems. Schedule and coordinate flow of work based on host Navy orders, established priorities and availability of personnel, equipment, and resources. Provide oversight and inspections of vessels for repair and maintenance standards and shipboard equipment and system problem solving. Assist the foreign customer with preparing for ship repair production, planned maintenance events, and availabilities. Determine, validate, and diagnose specific maintenance requirements for assigned ships or craft. This also requires defining the scope of work and assisting in execution of maintenance plans. Coordinate necessary support services (Contractor, Original Equipment Manufacturers, USN, etc.) for incoming teams. Assist in developing and provide oversight of the processes and procedures for planning and scheduling deferred maintenance. Assist in identification of sources of support, both indigenous and USN sponsored. Assist in development of work packages for the CSMP.



Travel



This position includes a low level of travel.



Education, Knowledge, Experience, Skills and Abilities Required



High school diploma or GED equivalent is required. Bachelor's Degree in Engineering is preferred. A minimum of 10 years demonstrated expertise in shipboard maintenance and operations. Previous experience with Cyclone Class boats is required. Five years FMS/OCONUS experience. Previous port engineer experience with Navy and Navy maintenance processes is desired. Previous experience in platform centric integrated logistics support, quality control and assurance, testing, operations, maintenance, supply, and training. Demonstrates proficiency in the generation of engineering reports and analyses. Must possess proficiency in Microsoft Excel, PowerPoint, and Word.



Certificates, Licenses, Registrations



USCG Third Assistant License is desired.



Qualifications



Must be able to obtain and maintain a Secret security clearance. U.S. citizenship is required. U.S. Navy 3M manager/coordinator qualification is desired.



Physical Requirements



Ability to frequently traverse stairs. Sitting for long periods of time, standing, walking, crouching, and kneeling. Reaching, handling, using equipment, keyboards, and mobile devices.
